Trying to port in a number from Verizon to Simple Mobile - Getting an error

Anybody having issues checking Simple Mobile account in tfdap portal and refilling in vidapay?

Can you unlock a phone from T Mobile if it isn't paid off?? I bought one that is not paid off and I don't want to spend money for a card if it's not going to work??
